  CCTV News:According to the website of the General Administration of Market Supervision, recently, an ejection roller coaster collision occurred in Shenzhen, Guangdong Province, causing many injuries, and the lesson was extremely profound. In order to prevent similar accidents from happening again, the General Administration of Market Supervision decided to carry out special investigation and treatment of hidden dangers of roller coasters (A-class equipment of single-vehicle scooter series and multi-vehicle scooter series in large amusement facilities) nationwide. The relevant matters are hereby notified as follows:

  I. Work objectives

  We will fully implement the main responsibility for the safety of large-scale amusement facilities manufacturing, operating and using units, further standardize the safety management and daily maintenance of roller coasters, improve the quality and safety level of roller coasters, strengthen inspection and supervision, eliminate hidden dangers of accidents, stick to the safety bottom line, and resolutely prevent serious accidents.

  Second, the work content

  (a) the manufacturing unit to carry out investigation and evaluation of hidden dangers.

  The manufacturing unit shall send personnel to participate in the special investigation and treatment of the hidden dangers of roller coasters in use, re-evaluate whether the safety control logic of the equipment is reasonable, focus on checking the operation and wear of the ejection device, lifting device, driving device, braking device, check device and gear train of the roller coaster, improve the corresponding design according to the inspection when necessary, and send the investigation and evaluation report of the ejection roller coaster and the investigation and evaluation report of other roller coasters to each one before January 15, 2024 and June 15, 2024.

  Overseas manufacturing units shall be notified by the relevant operating and using units.

  (two) the operation and use of units to strengthen daily inspection and safety management.

  1. The operating and using units should strictly implement the working mechanism of "daily control, weekly investigation and monthly scheduling", strengthen the daily inspection of roller coasters, and stop using them immediately if there are hidden dangers, analyze the causes of hidden dangers, and take targeted measures to eliminate the root causes of hidden dangers before resuming operation. Before the daily operation of the equipment, the operating unit shall test the functions of the roller coaster’s braking device, driving device and interlocking protection device, and check the roller coaster side guide wheel gap, brake plate position, check device and wheel wear; For the ejection roller coaster, it is necessary to check whether the ejection device is effective, whether the braking device is loose or offset, etc. The above inspection contents should be included in the daily inspection record. Every week, the clearance between guide wheels on the roller coaster side, the position of the brake plate on the track (or the closed state of the brake) and the wheel wear should be inspected and measured, and the inspection and measurement contents should be included in the weekly inspection record. In the monthly dispatch, it should be confirmed that the hidden dangers of accidents found in daily control and weekly investigation have been effectively rectified and eliminated.

  2. Operating and using units should strengthen safety management. For roller coasters with two or more vehicles running in turn on the same track, it should be ensured that the vehicles in front can be launched or lifted only after all the passengers on the vehicles parked at the platform have left, so as to prevent the vehicles in front from retreating and colliding with the vehicles behind.

  (three) inspection agencies to strengthen inspection safety checks.

  When inspection agencies carry out inspection, they should strengthen the functional inspection of roller coaster lifting device, driving device, braking device, check device and gear train, especially the functional inspection of ejection device and braking device of ejection roller coaster. During regular inspection, it is also necessary to check whether the manufacturing unit carries out hidden danger investigation and evaluation as required, whether the daily, weekly, monthly and annual inspection records of the operating and using unit meet the requirements of the operation and maintenance instructions, and whether the main stressed components are replaced due; In the regular inspection items, the position deviation (or brake closed state) of the brake plate on the track and the measurement of the gap between the side guide wheels should be added to check whether the measured values are within the design allowable range. If the above-mentioned functional inspection or inspection finds problems, the corresponding items shall be judged as unqualified, and shall not be used again until the rectification is completed; If there are serious accidents, report to the local market supervision department immediately.

  (four) the supervision institutions to carry out special supervision and inspection.

  Local market supervision departments should carry out special supervision and inspection of roller coasters within their jurisdiction, urge manufacturing, operating and using units to seriously carry out investigation and rectification of hidden dangers of accidents, urge inspection institutions to strengthen safety and technical checks, and immediately order the equipment that is not in place for investigation and rectification and has hidden dangers of accidents to be stopped, and follow up and urge the rectification.

  Third, the job requirements

  (a) the main responsibility of compaction safety.

  Compaction of large amusement facilities manufacturing, operation and use of the safety of the main responsibility, urge all parties concerned to learn from typical accidents, conscientiously implement the requirements of hidden dangers investigation and management, take effective rectification measures, complete rectification on schedule with high quality, strictly regulate the use of safety management, and improve the quality and safety level of large amusement facilities.

  (2) Strengthen supervision and inspection.

  Strengthen the supervision, inspection and administrative law enforcement of large-scale amusement facilities manufacturing, operating and using units and inspection institutions in the region. If it is found that the requirements for the implementation of hidden dangers investigation and management are not in place, it shall be immediately ordered to make rectification, and if the circumstances are serious, it shall be dealt with severely according to law.

  (3) Strengthen safety publicity and guidance.

  Strengthen safety publicity, widely carry out safety publicity and education of large amusement facilities by using various media, raise public awareness of safety prevention, pay attention to self-protection and prevent safety accidents.
