News Analysis: Promoting High-quality Development with Tariff Adjustment —— Analysis of China’s new tariff regulations in 2022

Xinhua News Agency, Beijing, December 15th Topic: News Analysis: Promoting High-quality Development with Tariff Adjustment —— Analysis of China’s new tariff regulations in 2022

Xinhua News Agency reporter Shen Cheng, Liu Hongxia

At the end of each year, China will adjust the tariff rate of some imported goods according to the economic and social development. With the approval of the State Council, the State Council Customs Tariff Commission issued a notice on 15th, clarifying the tariff adjustment plan for 2022.

Experts and industry insiders interviewed by Xinhua News Agency said that this adjustment has reduced tariffs on some medical products, consumer goods, key components and other imported goods, which will further meet the needs of people’s lives, enterprise production and social development, help maintain the security and stability of the domestic industrial chain supply chain, support scientific and technological innovation and industrial transformation and upgrading, expand high-level opening up and promote high-quality development.

Focus on people’s livelihood concerns and adjust the provisional tax rates for some medical products and consumer goods.

From January 1, 2022, China will impose a provisional import tax rate lower than the most-favored-nation tax rate on 954 commodities.

The reporter checked the schedule of the notice and found that many of the imported goods that adjusted the provisional tax rate were medical products related to people’s livelihood, such as new anticancer drug radium chloride injection, intracranial embolectomy stent, artificial joint and so on.

Wang Jun, director of the Department of Neurointervention, Department of Neurology, PLA General Hospital, paid special attention to the product of intracranial embolectomy stent. "Intracranial embolectomy stent is a kind of instrument to take out the formed cerebral thrombosis. After reducing the import tariff this time, it will reduce the cost of the instrument and reduce the treatment cost for patients."

Since 2018, China has successively cancelled the tariffs on the first and second batches of anticancer drugs, raw materials for rare diseases and some alkaloids used to treat asthma, reducing the import tariffs on artificial heart valves, hearing AIDS and other medical equipment. "Looking back at the tentative tax rate adjustment in recent years, the goal of reducing the economic burden of patients and improving people’s health and well-being is clear." Xu Guangjian, a professor at the School of Public Administration of Renmin University of China, said.

The notice clearly stated that in 2022, import tariffs on some consumer goods will be reduced, including high-quality aquatic products such as salmon and cod, baby clothes, dishwashers, ski equipment, etc. It will also impose zero tariffs on works of art such as oil paintings over 100 years old.

"Reducing import tariffs on these products closely related to people’s lives can better meet people’s consumption upgrading needs and better meet people’s yearning for a better life." Guo Yongxin, secretary general of China National Light Industry Federation, said.

Promote transformation and upgrading, and adjust the provisional tax rates for some environmental products and key components.

Promoting green and low-carbon development is a highlight of this tariff adjustment. According to the notice, in 2022, import tariffs will be reduced for gasoline engine particulate traps, electronic throttle valves for automobiles, and peat that can be used for soil remediation.

Huang Yonghe, a senior expert at China Automotive Technology and Research Center, said that gasoline engine particulate traps, electronic throttle valves and other products are important parts to promote energy saving and emission reduction of automobiles. After reducing tariffs, it will help support the green and low-carbon development of the automobile industry.

A number of tariff adjustments help optimize and upgrade the manufacturing industry. For example, in 2022, the import tariffs on key parts such as high purity graphite accessories, high-voltage cables for high-speed trains, membrane electrode assemblies and bipolar plates for fuel cells will be reduced, and the import tariffs on raw materials needed by food processing, daily chemical and leather manufacturing industries such as cocoa beans, plant essential oils and animal skins will be reduced.

In addition, from July 1, 2022, China will also implement the seventh step of reducing the MFN tariff rate of 62 information technology products, and its average tax rate will be reduced from 3.4% to 1.7%.

According to industry insiders, these measures are based on domestic development needs, which is conducive to maintaining the security and stability of the domestic industrial chain supply chain, supporting scientific and technological innovation and industrial transformation and upgrading, and promoting green and low-carbon development.

Promote high-level opening to the outside world and adjust the relevant agreed tax rates.

In order to continuously promote high-level opening up, according to the free trade agreements and preferential trade arrangements signed between China and relevant countries or regions, some commodities originating in 29 countries or regions will be subject to agreed tax rates in 2022.

Among them, China and New Zealand, Peru, Costa Rica, Switzerland, Iceland, South Korea, Australia, Pakistan, Georgia, Mauritius and other bilateral free trade agreements and Asia-Pacific trade agreements will further reduce taxes; Regional Comprehensive Economic Partnership Agreement (RCEP) and China-Cambodia Free Trade Agreement came into effect on January 1, 2022, and tax reduction was implemented.

It is worth noting that the China-Cambodia FTA is the first FTA between China and the least developed countries. "China and Cambodia have given each other 97.5% and 90% of the tax items for zero-tariff products in goods trade, which is the highest level in all FTA negotiations between the two sides so far and will help enhance the well-being of enterprises and people of the two countries." The relevant person in charge of the Customs Department of the Ministry of Finance said.

In terms of regional comprehensive economic partnership agreement, China will reach a tariff concession arrangement with Japan for the first time. "In the first year of tax reduction, according to the tariff items in 2022, China and Japan will immediately implement zero tariffs on tax items originating in the other side of 24.9% and 55.5% respectively. For related companies, more market opportunities will soon be available. " Cui Fan, a professor at university of international business and economics, said.

In addition, the reporter learned that the State Council Customs Tariff Commission issued an announcement on the same day, expanding the range of products exported to China by the least developed countries that have established diplomatic relations with China, giving the least developed countries 98% of the tax items with zero tariff treatment, and agricultural products such as peanut oil and chemicals such as polyethylene will be included in the scope of zero tariff treatment.

"This will further promote China’s imports from relevant African countries, promote the construction of a high-level community of destiny between China and Africa, further share market opportunities with the least developed countries, and practice mutual benefit and win-win." The relevant person in charge of the Customs Department of the Ministry of Finance said.

How do children charge during the summer vacation? Play or take a training class? Poke text

When the summer vacation comes every year, there are always many children who start their vacation with preview — — Young and small, small and early, rising at the beginning, a seemingly homework-free transition period.

Should children be allowed to play freely or go to training classes? Many parents are confused.

Yesterday, the reporter interviewed a number of well-known primary and secondary school teachers and compiled a summer guide for the transition period.

Chongqing Evening News-Upstream journalist Wang Wei Zhang Chunlian Intern Qin Xiaoya Song Lingping Photo courtesy of the interviewee

What if my son is naughty?

Ms. Jiang, a 34-year-old single mother who lives in Longxi Town, Yubei District, is very worried about her son Lele. She will enter Longxi Primary School in Yubei District next semester, but now she plays mobile phones and watches cartoons at her grandparents’ home every day.

She said, "I’m afraid my children can’t keep up with them when they go to primary school, but I don’t know what to do."

Ms. Jiang said that her son was naughty, because she was busy with work and didn’t have much time to discipline, and she was worried that it would be difficult for her son to integrate into the group after attending primary school.

How to make a daughter develop in an all-round way?

After the summer vacation, Deng Shujun, who lives in Binxin Jiangnan era in Banan District, still sends her daughter Qiqi to kindergarten every morning to attend a small transition class. Qiqi is 6 years old and will soon enter Songhua River Primary School.

Deng Shujun feels that her daughter needs to adapt to the life and study in primary school in advance. She said that her daughter has been in a young bridging class for 10 days. In addition to the schedule and the primary school, the classroom knowledge is close to the primary school. "Kiki is quite used to it, but I don’t know if I can adapt as soon as I really enter primary school."

In addition to enrolling her daughter in a one-month transition class, Deng Shujun plans to enroll in a language class and a painting class next month. "I hope my daughter will develop in an all-round way." Deng Shujun said.

  老师建议》》

The interviewed teachers believe that this summer vacation, parents can let their children preview and experience the primary school curriculum properly by guiding and letting their children read the connecting classes. The most important thing is to cultivate children’s good habits and let them lay a good psychological foundation.

Develop good habits of work and rest

Tang Jing, a math teacher at Majiapu Primary School, said that after entering the primary school, the school has strict requirements, and the school time is early. Children can’t sleep late, can’t procrastinate, can’t be late casually, and can’t ask for leave casually. The noon nap time is cancelled, and the study schedule is more compact. Every specific time has specific things to do.

  Tang Jing suggested that parents:

First of all, in order to let children develop good habits of work and rest, in addition to letting children go to the young transition class, they should also adjust their work and rest time appropriately, get up at around 7 o’clock every day, go to bed at 9 o’clock in the evening, and shorten the nap time appropriately. Before and after dinner, parents should discuss some activities with their children, such as painting, playing the piano, playing with toys, reading books, etc., so that children’s lives are full of rhythm.

Secondly, let the children form the habit of packing their own things, and let the children sort out toys and articles and put them in categories. Teach children to put away their things, where they took them and where they put them at the end of painting, reading storybooks and learning. Let children gradually develop the habit of checking school supplies every day according to their learning situation.

Third, develop good homework habits, including the habit of doing homework first and then playing after returning home; The habit of calming down and concentrating on homework. Never eat for a while, watch TV for a while and do other things for a while. In addition, it is necessary to cultivate children’s habit of completing homework independently.

  Instill a certain safety awareness.

Wang Ling, a Chinese teacher at Coral Primary School, said that children who have just entered the first grade are weak in acceptance, and it is difficult for them to adapt to school life for a while. She suggested that parents should exercise their children’s will quality during the holidays and let them know some school rules in advance.

Secondly, cultivate children to treat their own shortcomings correctly. Many children play games with their classmates in the first grade, but they don’t want to admit it when they lose, and they will make a scene. Parents should take advantage of the summer vacation to correct their children’s personality weaknesses and give them more education on collective spirit.

In addition, because primary school life is more independent than kindergarten, parents should also instill a certain sense of safety in children.

It’s easy to be partial if you’re not careful?

13-year-old Youyou graduated from Liangping’s hometown primary school this summer and moved into her new home in Chunyu Jiangshan Community, Yuzhong District. In more than a month, she will enter Daping Middle School.

My 27-year-old sister reminded Youyou that junior high school subjects are not as monotonous as primary schools, and it is easy to be partial if you are not careful. To this end, my sister found some summer vacation strategies from the internet, so that my sister could digest and learn by herself. In addition, my sister also arranged for my sister to practice calligraphy, learn to take photos, participate in outdoor activities, etc., and also bought study materials and some seventh-grade papers.

"My family is more nervous than me." Travel lobbying, although this summer vacation was not arranged by my family, the study time was quite full. "I am full of expectations for the new study life in junior high school."

Mathematics is a weakness. How to improve it?

13-year-old Yueyue lives in Tongyuan Community in Banan District. She went to primary school in Wenzhou, Zhejiang, and will return to Chongqing to attend middle school in September.

Yueyue said that she was a little nervous and was about to enter a new school, meet new classmates and learn different subjects. Therefore, she will preview the textbooks at home this summer vacation.

"Primary schools are mainly Chinese, mathematics and English, and there are more subjects in junior high school. With so many subjects, I am worried that my daughter can’t adapt at once, and I don’t know how to make her adapt as soon as possible. " Ms. Wang, the mother of Yueyue, told reporters that her education level is not high, and she doesn’t know how to help her children study this summer vacation. "From the perspective of primary school performance, my daughter’s mathematics is a weakness. I heard that girls went to junior high school and it was more difficult for them to learn math than boys. I handed over the burden of tutoring to her brother, arranged to preview junior high school math, and bought a junior high school exercise book to practice in advance. "

  老师建议》》

Entering junior high school, subjects have increased a lot. The reporter interviewed teachers from Chongqing No.29 Middle School, Chongqing Foreign Language School and Chongqing Daping Middle School. Teachers said that junior high school is the sublimation of primary school, junior high school students’ lives are more independent, and their study subjects have increased. The focus of the subjects is mainly on the number of languages, and physics and chemistry begin to learn in the second and third grades respectively.

Teachers of different subjects gave suggestions for connecting the summer vacation of Xiaoshengchu.

Language: Read one hour of famous books every day.

Wu Lianzi, a Chinese teacher from the 29th Chinese Language School, said that junior high school students should pay more attention to reading and read for more than one hour every day. The Journey to the West and Luxun are required readings, and Sun Li’s Baiyangdian, Li Ruzhen’s Flowers in the Mirror, Turgenev’s Notes on Hunters and Shen Congwen’s Notes on Xiangxing are also selected readings.

After reading every day, make some reading notes, including reading content, wonderful paragraphs, feelings and experiences.

It is also necessary to practice calligraphy. Choose your own block letters and copy one page every day.

Mathematics: improving abstract logical thinking ability

Deng Zejuan, a math teacher from No.29 Middle School, said that algebra started to be studied in the first grade. This subject is closely related to old and new knowledge, with strong concepts, enhanced spatial imagination and higher requirements for abstract logical thinking. In addition to the deepening and expansion of teaching content, middle school teaching methods are also different from primary schools, which requires students to improve their learning methods, improve their learning ability and gradually develop their abstract thinking ability.

This summer vacation, you can preview the knowledge of rational numbers and algebraic expression operation in Grade One (I). Consolidate and strengthen the knowledge and ability related to primary school and junior high school, such as doing four operations of fractions and finding the areas of triangles, parallelograms, trapezoid, circles, irregular polygons, etc. Read books about the history of mathematics or interesting mathematics, such as Mathematical Legends Not Heard in Class: Junior High School Edition, Junior High School Teaching, etc.

English: Watch the original "Home alone"

Li Fanlun, an English teacher at Chongqing Foreign Languages School, said that in terms of teaching methods, English classes in primary schools pay more attention to cultivating students’ interests, and attract students’ attention through colorful classroom activities so that students don’t feel bored. Junior high school teachers pay more attention to systematic learning of knowledge.

It is suggested to practice English writing more during the summer vacation, review primary school English knowledge, recite words, read original English books and watch English movies, such as Home Alone, Finding Nemo and The Wizard of Oz.

It is also a good choice to participate in Xiaoshengchu Summer Camp, which includes various activities such as sports, singing and dancing, talking with foreign teachers and experiencing advanced teaching.

Others: Pay attention to domestic and international events.

Teachers from No.29 Middle School and Daping Middle School suggested:

  1. Preview the teaching materials in advance, read through the teaching materials, and focus on previewing the contents of the previous chapters.

  2. Watch CCTV news broadcast every day and pay attention to domestic and international events.

  3. Read The Complete Works of Chinese Five Thousand Years Up and Down (Literary Edition) to broaden your horizons.

The world is so big, go out and have a look, learn about history, increase your knowledge and enrich your life during the tour.

  5. Do more physical science experiments.

  6. Before learning chemistry, the most important thing is to memorize the chemical language, including reciting the periodic table of elements and chemical equations.

Will you encounter a duel in the first year of high school?

Dai Song, a 15-year-old member, graduated from Sungang Middle School in Shenzhen in junior high school and will soon return to Chongqing to attend senior high school.

Member Dai Song said that although he learned something about the study and life in senior high schools from his classmates, he was still worried. "Compared with junior high school, will there be a big difference, especially in the difficulty of subjects? Is it step by step or suddenly?"

For the arrangement of this summer vacation, member Dai Song wants to go out for a month to relax, and then preview some contents of high school, with the emphasis on science. "The friends around me are in remedial classes. I may also sign up and learn something in advance. It may be easier to go to high school."

For this critical transition period, the teacher of Chongqing Second Foreign Language School gave some suggestions.

Chinese: Reciting articles must be recited.

  1. Look at the news and accumulate as many headlines as possible.

  2. Recharge reading, and recommend Youth Digest, The Analects of Confucius and Yi Zhongtian’s China Wisdom.

  3. Recite all the basic articles required to be recited in junior high school. Because, the college entrance examination must have 64 articles, including 50 junior high schools.

  4. Prepare the ancient Chinese dictionary (business press), the sixth edition of the modern Chinese dictionary (business press), and the Chinese knowledge manual for senior high school.

Math: Poor junior high school foundation makes it harder to refuel.

  1. Review the old and learn the new, and learn more about junior high school knowledge, such as factorization of quadratic trinomial, cubic and cubic difference formulas, complete square and cubic formulas, image properties of quadratic function, root formula of quadratic equation with one variable, vieta theorem (relationship between roots and coefficients) and so on.

  2. Start ahead and preview a compulsory textbook for senior high school mathematics. If the foundation of junior high school is weak, it is even more necessary to make use of holiday time to make up for it, so as to lay a good foundation for learning senior high school courses well.

English: Learn to sing more English songs.

During the holidays, it is recommended to do at least one thing related to English every day:

  1. Cultivate reading habits, cultivate a sense of language, and improve language understanding.

  2. Practice writing, neat and beautiful.

Learn to sing at least one English song and recommend Heal the World, Lemon Tree and Yesterday Once More.

Others: Watch the news broadcast every day.

Politics: 1. Learn to get effective information from TV and Internet, and enrich your vision and mind; 2. Watch CCTV news broadcast and focus interview every day.

Physics: 1. Borrow a compulsory physics textbook for senior one, buy a physics reference book for senior one, preview each section, take notes, memorize concepts and formulas, and finish homework after class; 2. Do a little experiment in the textbook and experience the mystery of physics.

Chemistry: 1. Master the reading and writing methods of the most common chemical terms; 2. Preview the first chemistry textbook, complete at least the first two chapters, do exercises after class, and get a preliminary understanding of the learning content, textbook presentation and learning methods in senior high school.

Biology: 1. Read through the four volumes of junior high school, especially the structure of cells, the use of microscopes, the structure and physiology of human body, the life of green flowering plants, ecology and other contents, which are necessary knowledge reserves for senior high school biology learning; 2. Borrow a compulsory textbook from the People’s Education Edition of senior high school courses, and focus on previewing the first four chapters.

History: 1. Take a look at junior high school history textbooks, sort out major events at home and abroad, and describe the ins and outs of events and their interrelationships; 2. Watch a little historical film and television literature.

Geography: 1. Review the four books of junior high school geography and sort out the knowledge framework, because junior high school geography is an important part of the college entrance examination and the basis for learning senior high school geography well; 2. Buy a map of China and the world administrative regions.

In the field of hope | Chongqing Tongnan 6,000 mu of sorghum meets the bumper harvest, and the mechanized planting has obvious income increase.

CCTV News:Now is the season when sorghum is ripe. More than 6,000 mu of sorghum in Tongnan District of Chongqing is popular in the fields. In the past few days, local sorghum growers have been harvesting in fine weather, and there is a busy scene of bumper harvest everywhere.

In the sorghum planting base in Guopo Village, Tongnan District, the reporter saw that patches of sorghum were spread on the ground like a red carpet, and the sorghum seeds with full grains were crowded with branches. Accompanied by the "rumbling" roar, three large harvesters shuttled back and forth in the field to "eat" sorghum ears and "spit" sorghum grains, and the sorghum stalks turned into green manure and scattered in the field in a blink of an eye.

It is understood that more than 6,000 mu of sorghum has been planted in Tongnan District. At present, the local sorghum has fully entered the harvesting stage, and the output per mu is expected to reach 600 kg to 800 kg. In recent years, Tongnan District has promoted the mechanization, standardization and scale of planting production of grain and oil crops such as sorghum through measures such as land mechanization, improving the access and working conditions of agricultural machinery, setting up an expert service team to assist farming, and providing technical service guidance for the whole process. Compared with manual planting, the average income per mu of sorghum can reach about 200 yuan.

Immune revolution: future vaccination only needs a touch, no needle, no pain, no side effects and high efficiency.

On February 17th, scitechdaily published a blog post yesterday (February 16th), reporting that scientists at Stanford University have developed a needle-free vaccine, which is expected to completely change the vaccination method.

This vaccine uses a harmless skin bacterium,A strong immune response can be stimulated by local application, and there is no need for injection and no side effects such as pain and fever.

Researchers at Stanford University have found that a common skin bacterium, Staphylococcus epidermidis, can trigger a powerful immune response. Studies have shown that the human body has a very strong antibody reaction to this bacterium, similar to the reaction after vaccination.

The intensity and specificity of this reaction are equivalent to those of the pathogen, and the antibody level is maintained at a high concentration for a long time.

In-depth study by researchers found that protein of Staphylococcus epidermidis named Aap was the key to trigger immune response. The IT House quoted the blog post as saying that the team then inserted the gene fragment of tetanus toxin or diphtheria toxin into Aap protein through genetic engineering technology. This modified bacteria is like a "live vaccine", which can stimulate the body to produce antibodies against specific toxins when applied locally.

In mouse experiments, mice coated with the modified bacteria successfully resisted the lethal dose of tetanus or diphtheria toxin. The researchers also tried to chemically bind the toxin fragment to the surface of Aap protein, and also obtained effective immune protection.

The research results have been published in the journal Nature and are expected to be applied to human clinical trials in the future. At present, the monkey experiment is planned first. If it goes well, it is expected to enter the human trial stage within two or three years. Researchers believe that this method can also be applied to pathogens such as viruses, fungi and single-celled parasites.

Then, open the APP and log in to your account, usually on the home page or "My" page, you can find the traffic query function. This method is not only convenient and fast, but also can update the traffic usage in real time, so that you can keep abreast of the traffic dynamics at any time.

* * Second, use the mobile phone system to set the query * *

In addition to the operator APP, most smartphones also have a built-in traffic query function. You can find options such as "mobile network" or "SIM card and traffic management" in the "Settings" of your mobile phone, and you can see the traffic usage of the current package after entering. Some mobile phones also support setting traffic warnings and restrictions, which will automatically remind you when the traffic is close to or reaches the upper limit to avoid additional charges.

* * Third, call the operator’s customer service phone to inquire * *

If you are not used to using APP or mobile phone system to set query traffic, you can also call the operator’s customer service phone directly. After the connection, choose the corresponding service option according to the voice prompt, and there will usually be a special traffic inquiry service. The customer service staff will inform you of the current traffic usage and may provide other relevant service information.

* * IV. Send SMS for inquiry * *

Some operators also support sending short messages to check the remaining traffic. You can enter a specific query code (such as "CXLL") in the SMS editing interface, and then send it to the query number provided by the operator. Wait a moment, and you will receive a short message reply containing the current traffic usage.

To sum up, there are many ways to check the remaining traffic of your mobile phone, so you can choose the one that suits you best according to your preferences and habits. Either way, it can help you know the traffic usage in time and avoid unnecessary traffic waste and extra expenses.

Guizhou business card: to conscience, knowledge, action and data to build the future.

China Network May 29 (Reporter Meng Chao) On March 7, 2014, General Secretary of the Supreme Leader, when attending the deliberation of the Guizhou delegation of the National People’s Congress and the National People’s Congress, proposed that Wang Yangming had studied in Guizhou and realized Taoism. Guizhou has unique advantages in promoting traditional culture, and hopes to continue in-depth discussion, in-depth excavation and create new experiences.

Wang Yangming’s theory of "harmony between man and nature, unity of knowledge and action" is the cultural spirit of Guizhou.

Xiuwen county is the place where Wang Yangming learned Taoism in Guizhou.

Xiuwen, named Longchang in ancient times, means "putting off military preparations and cultivating culture and education".

Yangming culture’s unity of knowing and doing.

500 years ago, Wang Yangming, a great scholar, lived in Longchang, Guizhou, where he realized the famous theories of "mind is reason" and "unity of knowledge and action" and laid the foundation for the later theory of "to conscience".

China Yangming Cultural Park, located in the northeast of xiuwen county, is one of the eight scenic spots in Guiyang.

Yangming Cave is the place where Wang Yangming, a thinker, philosopher and educator in Ming Dynasty, read books, realized enlightenment and gave lectures. It is also the birthplace and spreading place of Yangming culture and is known as the first philosophical cave in China. In 2006, it was listed as a national key cultural relics protection unit.

Yangming Cultural Park in China, which is built around the ancient site of Yangming Cave, is listed as one of the 10 cultural industrial parks in Guizhou Province, one of the 100 urban complexes in Guizhou Province, and the base of Guiyang’s publicity.

Yangming Cave has preserved ancient buildings such as Longgang Academy, Helouxuan, Gentleman Pavilion and Binyang Hall in Qing Dynasty, as well as a large number of rock carvings left by celebrities such as Chiang Kai-shek.

Yangming Cave was also the earliest prison place of patriotic general Zhang Xueliang. He was imprisoned here for three years, and then he was transferred to Guiyang for treatment because of illness and left to study. There is a Zhang Xueliang exhibition hall in Yangming Cave, which has been listed as a patriotic education base.

Yangming culture is regarded as a key cultural business card in Guizhou Province and Guiyang City, and "unity of knowing and doing" is an important content of Guizhou humanistic spirit.

The Guiyang Municipal Party Committee and the Municipal Government put forward the strategic model of "three-legged tripod building" to build the Guiyang Spiritual Building, and the strategic positioning of Xiuwen is "Yangming’s Holy Land of Mind Learning".

Get demoted and enlightened into the holy way.

In October of the first year of Ming Zhengde (1506), Wang Yangming angered eunuch Liu Jin by rescuing Dai Xi and other officials, and was sentenced to prison by Liu Jin. He was sentenced to 40 days’ imprisonment, and once died and recovered, but he survived and sought to be relegated to the Dragon Field. The demotion to the official Dragon Field was the biggest disaster in Yangming’s bumpy life, and it was also the great cause for him to realize the way of being a saint. During his three years in Guizhou, Yangming traversed all kinds of sufferings and suffered endless torture, but he realized Taoism in Guizhou and founded his own unique system of mind.

Knowing that Yangming’s quality is expensive.

Guichang is one of the kiwifruit varieties in Guizhou Xiuwen. "Xiuwen Kiwifruit" is one of xiuwen county’s "three business cards". Xiuwen county is rich in wild kiwifruit resources, and local farmers have always had the traditional habit of transplanting and eating wild kiwifruit. At present, the county has planted 167,000 mu of kiwifruit, ranking fourth in the country. Adhering to the development strategy of big data in Guizhou Province, xiuwen county has bordered the kiwifruit industry with big data, and established two platforms: the big data Internet of Things traceability system cloud platform and xiuwen county kiwifruit science park. Through technical assistance, financial assistance, industry promotion and standardization promotion, tens of thousands of people have been driven out of poverty and become rich. The kiwi fruit juice produced by Xiuwen has become the product selected for the 2018 Expo, and its delicious and nutritious taste has won endless praise from domestic and foreign guests.

Face the incurable disease of the century

It has been more than 20 years since the first AIDS report was published in June 1981. Although people’s understanding of AIDS is increasing day by day, they have not been able to find effective prevention and treatment drugs. As a terminal illness in the 20th century, AIDS is still a lingering shadow on the human head, with more than 40 million people infected with HIV worldwide. In the new century, conquering AIDS is one of the most urgent tasks in the world.

AIDS is a transliteration of the English acronym "AIDS" for "acquired immunodeficiency syndrome". HIV is a lifelong infection, which destroys people’s immune system and makes people lose their ability to resist various diseases.

In 1983, French scholar L. Montagni Ai isolated a related virus from the lymph nodes of patients, which was called lymphadenopathy-associated virus. In the same year, American scholar Gallo isolated the same virus from patients. It was later proved that the above virus was the pathogen of AIDS. In 1986, the International Committee on Virus Classification suggested that the new virus be named human immunodeficiency virus (HIV). HIV is a retrovirus, with a single strand RNA at the core and an envelope outside. HIV is sensitive to heat and can be inactivated in 30 minutes at 56 degrees Celsius.

At present, anti-virus drugs are mainly used in the clinical treatment of AIDS. Nucleoside drugs were first used in 1987. In 1994, a protease inhibitor was introduced. After 4 to 5 years’ research, it has been gradually introduced to the clinic. In 1995, Professor He Dayi, a Chinese-American, invented the famous "cocktail therapy", in which protease inhibitors were mixed with other antiviral drugs, and the drugs were given when HIV just invaded the human body, so as to prevent the virus from damaging the human immune system before the onset of the disease. Although it can’t achieve the goal of eradicating AIDS, this therapy has been able to effectively control the development of AIDS patients.

In order to defeat AIDS, the international community has made great efforts. On January 1, 1996, the Joint United Nations Programme on AIDS was formally established in Geneva, sponsored by six United Nations agencies. Its main task is to lead and widely support activities aimed at preventing the spread of AIDS, make more effective use of the resources of the United Nations system, reduce the vulnerability and susceptibility of individuals, communities and special groups to AIDS, and reduce the harm caused by the AIDS epidemic. China is one of the earliest members of the Planning and Coordination Office, the highest administrative body of UNAIDS, and the first developing country to donate to the organization. In order to exchange experiences and achievements in time, formulate strategies and coordinate work, the International AIDS Society has organized an annual "International AIDS Conference" since 1985, and the number of delegates in recent sessions has reached more than 10,000.

At present, the number of HIV-infected people in developed countries is stabilizing or beginning to decline, while the number of infected people in developing countries is growing rapidly. According to statistics, 95% of AIDS patients in the world live in developing countries.

Editor-in-Chief of The Lancet: It is useless and untrue to accuse China of being the source of virus transmission.

Horton, Editor-in-Chief of The Lancet: Some people are accusing China of being the source of the epidemic. In fact, the accusation is useless and not true. What we really need to do is to calm down and cooperate with the China municipal government to understand the epidemic situation, so as to do everything possible to ensure that the epidemic situation will not come back. China himself did not want to see the outbreak of the epidemic, nor should he be responsible for it.

How to evaluate the experiences of China and the United States in epidemic prevention and control? How to deal with the "conspiracy theory of virus origin" and "responsibility theory" that appear frequently?

In the program News 1+1 on May 1st, Bai Yansong interviewed Richard Horton, editor-in-chief of The Lancet, a top international medical journal, to respond to public concerns.

  1. What did the editor-in-chief of The Lancet think of the decision to "close the city" in Wuhan, China?

Bai Yansong: Today (May 1st) is a very important day in Chinese’s memory, because Wuhan was "closed" for 100 days due to the epidemic. What do you think of China’s decision after such a long time?

Horton, Editor-in-Chief of The Lancet: When faced with an emergency, the China government decided to blockade Wuhan very decisively. By blocking Wuhan, China can give the world time to deal with the epidemic. This is not only a correct decision, but also shows other countries how to deal with the urgent threat of the epidemic. So I think we should thank China for his efforts in fighting the epidemic in Wuhan.

  2. On February 20th, The Lancet published an article opposing the statement that the virus did not come from nature. Why?

Horton, Editor-in-Chief of The Lancet: As the Director-General of the World Health Organization said, in recent months, we have been fighting two kinds of epidemics, one is caused by viruses, and the other is caused by false information. In many cases, the impact of false information is equivalent to the severity of the epidemic caused by the virus.

The "virus conspiracy theory" you mentioned is not good for fighting the epidemic. We must understand the origin of the virus and study it with a scientific attitude. We must not let such conspiracy theory disturb our thinking. The negative impact caused by this conspiracy theory is very serious.

  3. The editor-in-chief of The Lancet responded to the "conspiracy theory of virus origin"

Horton, editor-in-chief of The Lancet: On one level, many of these statements are ridiculous, but we should also pay attention to them. There is a study on false information in the European Union, and some of the false information is terrible. For example, some people say that vaccination in the future is dangerous, or that the epidemic is concocted by the media, or that the virus will not pose a threat to people. So we should pay attention to these rumors and prove them wrong. Unfortunately, in some media reports, this rumor spreads like a virus and affects people, causing harm to people. Therefore, it is necessary to prevent and control the spread of the virus and also break the rumors.

  4. Is it meaningful to look for patient zero?

Horton, editor-in-chief of The Lancet: I don’t think it’s very meaningful to look for patient zero. For example, when AIDS broke out in the 1980s, many people wanted to find patient zero, who was the super-disseminator of the virus in the United States, and spent a lot of energy looking for patient zero. At that time, people thought they had found patient zero, who was widely discussed after being exposed by the media, but many years later it was found that this person was not patient zero. Therefore, finding this person who has spread the virus may cause many problems, such as causing stigma and discrimination against him, which will not play any role and is certainly unscientific.

But we really need to know the origin of this virus and where it comes from. This virus is likely to spread from an animal host to humans. We need to understand the process of virus transmission between animals, and how the virus from animals spreads to humans, and also avoid the spread of this virus from animals to humans. The goal now is to understand where the virus produced in animals comes from and reduce the risk of virus spreading from animals to humans. The important thing is not to find patient zero, but to know the origin of the virus.

  5. It is useless and untrue to accuse China of being the source of communication.

Horton, Editor-in-Chief of The Lancet: Unfortunately, we have heard that some people are accusing China of being the source of the epidemic. In fact, the accusation is useless and untrue. What we really need to do is to calm down and cooperate with the China municipal government to understand the epidemic situation, so as to do everything possible to ensure that the epidemic situation will not come back. China himself did not want to see the outbreak of the epidemic, nor should he be responsible for it. But things have happened. The doctors and scientists I know in China have made the most outstanding contributions. They have given advice to the government, treated patients and protected the lives of China citizens. So I think China should be very proud, because China has excellent scientific research and medical staff.

Some world political leaders criticized China for being unfair and in fact wrong. We should thank the doctors and scientists in China who fought the epidemic.

  6. On January 30th, WHO issued the highest warning, but it seems that many people didn’t listen carefully. Why?

Horton, Editor-in-Chief of The Lancet: This is one of the unsolved mysteries in the process of epidemic spread. On January 30th, the World Health Organization defined this epidemic as an international public health emergency, which was a warning to remind the world to pay attention to the epidemic. Dr. Tan Desai mentioned the spread of this virus, so that everyone can get ready.

The early warning mechanism of international public health emergencies is an innovative mechanism, which was established in 2005. It was caused by the outbreak of SARS in 2002-2003. After the outbreak of SARS, the world paid more attention to the impact of the epidemic, so the early warning mechanism was introduced. The World Health Organization is the most important authoritative organization in the field of global health, and we need to pay attention to its warning. Unfortunately, many countries did not pay attention to early warning, resulting in tens of thousands of deaths, which could have been avoided.

  7. It is a human tragedy not to learn from SARS.

Horton, editor-in-chief of The Lancet: The SARS outbreak in 2002-2003 actually spread to some western countries, such as Canada. When the virus spread to Toronto, the World Health Organization also issued an early warning. In the past generation, we have understood the risk of transnational spread of the virus. After the end of the SARS epidemic 17 years ago, countries around the world promised that they would change the way to deal with future epidemics, and they promised to attach great importance to the outbreak of the epidemic.

But in fact, the recent outbreak of the COVID-19 epidemic shows that we have not learned from it, and we have not realized the danger of the virus. This is a tragedy and a real human catastrophe.

  8. Why is the editor-in-chief of The Lancet called the "chief critic" of the British government?

Horton, editor-in-chief of The Lancet: I criticized the British government’s epidemic prevention and control measures. In fact, I criticized not only the British government, but also the United States and many European countries. Because The Lancet published five articles in the last week of January, these five articles described the epidemic situation in the past few months in detail to western countries. These five articles described the characteristics of this new virus, such as: deadly, related to SARS virus, the number of deaths is increasing, some infected cases need ventilators when they enter the intensive care unit, there is no treatment at present, and there are cases of human-to-human transmission. The article mentioned the importance of using protective measures, and mentioned that virus detection, contact tracing and isolation of infected people are necessary to control the epidemic. At the same time, it also warned of the risk of a major outbreak caused by the virus.

In the last week of January, we already knew about this situation, but most western countries, such as the United States, wasted the whole February and early March, which is the man-made tragedy in COVID-19. Thanks to the cooperation between doctors and scientists in China and scientists around the world, we got this information in January, but for some reason, other countries in the world didn’t attach importance to it.

  9. Is epidemic prevention in Britain on the right path now?

Horton, Editor-in-Chief of The Lancet: I think Britain is on the right path now. I saw Prime Minister Boris Johnson’s speech outside No.10 Downing Street on Monday, and I can see that he has changed a lot. I don’t think he knew how serious the virus was and how threatening it was to Britain before he got sick. Johnson was really in danger after being infected with the virus. Now he knows the seriousness of the virus.

I believe that Britain is now on the right path. We have imposed a nationwide blockade and attached importance to keeping the distance between people. I believe Britain will learn from the blockade of Wuhan, and hope to continue this isolation in May, and then gradually return to normal. I am very glad to see that we have taken the right measures, but it took a long time to finally make the right decision.

  10. What is the epidemic prevention experience of China that the editor-in-chief of The Lancet thinks can be shared with the world?

Horton, Editor-in-Chief of The Lancet: China’s experience is to make quick and decisive decisions for a reason. China has experience in dealing with SARS virus. At that time, SARS suddenly struck, and the whole of China was caught off guard. I think the China government was determined to make changes after the SARS epidemic. In the past 20 years, China has invested heavily in hospitals and health systems, and the China government has also invested a lot in some universities and scientific research. Therefore, when the COVID-19 epidemic occurred in December last year, China had the ability of scientific research and medical resources to cope with the epidemic. At the same time, there is political ability, because China learned that the epidemic was similar to the SARS virus and posed a great threat to China society, so he made a decisive decision.

Western European countries don’t think this is a virus similar to SARS, but similar to influenza. We think that this epidemic is another wave of influenza at most, and we don’t pay attention to this danger. We think that influenza is not a very serious disease. This virus can spread among people and protect us after causing group immunity in China, but in fact this is a serious misjudgment. China was right and we were wrong.

  11. Dividing countries and people cannot effectively deal with the epidemic.

Horton, Editor-in-Chief of The Lancet: I greatly appreciate the scientific and medical development level in the United States. Their doctors and scientists have done a very good job in responding to the epidemic, such as Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, and Dr. Deborah Beukes, who are all outstanding researchers.

What disappoints me is American politicians. For example, they advocate conspiracy theories, or support some treatments without clear evidence. They also openly criticize other countries, such as the United States criticizing China, or criticizing some organizations, such as the World Health Organization. This practice is useless. What we should do is to strengthen cooperation to deal with the challenges brought by the epidemic. Dividing countries and people cannot effectively deal with this threat facing all mankind.

  12. Thanks to all the medical staff for their contributions.

Horton, Editor-in-Chief of The Lancet: In the past three months, we have realized that medical workers who are fighting the epidemic at the front line are the backbone of morality. They are invisible contributors. We have not seen nurses and doctors on the street. They work in hospitals or clinics. We are very grateful to them. They work in some very dangerous areas. The virus is unpredictable and deadly. Sometimes they don’t have enough protective measures. They are silently dedicating themselves to saving lives and protecting patients. They are very successful.

I think all countries need to thank these medical staff for their contributions, and they are continuing to fight the epidemic. We need to respect medical staff and pay more attention to them. They are a very important part of society, and we need to thank them for their contributions.

13, China’s scientific development has been the world’s leading level.

Horton, Editor-in-Chief of The Lancet: China is now a big country in science. Twenty years ago, we didn’t receive many contributions from authors in China, but now China is one of the leaders in submitting scientific papers to a series of journals in The Lancet. It is very difficult to select papers, and the standard of selection is to evaluate which papers have the most influence on the global audience.

China’s scientific development has been the world’s leading level, and many scientific researches in China are related to the global audience. China has excellent global scientific research institutions and scientific leaders, thanks to the investment of China government in scientific research in the past 20 years, which is a very important factor for China to succeed in this epidemic.

  14. What do you think of Fangcang Hospital?

Horton, Editor-in-Chief of The Lancet: Fangcang Hospital is one of the most important innovative measures to successfully deal with the epidemic in China. It is a very good innovative idea to establish temporary huge Fangcang Hospital in some existing buildings, where patients with mild illness can enter Fangcang Hospital, and someone will take care of them, and establish a triage system. If the illness gets worse, patients will be referred to other hospitals. First of all, it can protect other hospitals and prevent patients from flooding into these hospitals; Second, it can provide a space to deal with a large number of patients, and it can effectively isolate these patients in this shelter hospital and provide them with a safe space.

I think this is a very important factor in China’s success in fighting the epidemic, and it is also an important experience that other countries in the world can learn.

  15. The editor-in-chief of The Lancet responded to the statement that "you should be anxious to save people instead of publishing papers".

Horton, Editor-in-Chief of The Lancet: It’s not a matter of choice. In the past three months, doctors and scientists in China have actually taken care of both, summing up experience while saving lives on the front line. Their experiences published in scientific journals should not only be regarded as a paper in a journal, but a way to communicate with the world. Without the papers published by China from January until yesterday, we wouldn’t have a reliable knowledge base to better understand how to deal with the epidemic.

Therefore, we are very grateful to the doctors and scientists in China for their papers published according to their own work, so that the world can get better information. This reflects China’s responsible attitude, that is, to become friends with other countries, to tell and share their own experiences and help other countries understand the seriousness of the epidemic. We must express our gratitude to the doctors and scientists in China. They can take the time to do these things, and China can talk about his ongoing work, which is a success in itself.

16, China into the global medical science research is a very important goal after the epidemic.

Horton, Editor-in-Chief of The Lancet: China is not considered as a big country in the fields of medicine and medical science, but this epidemic does reflect the advantages of China. I hope that after this epidemic, more countries will realize China’s contribution to the epidemic. As China accounts for one fifth of the world’s population, it bears a heavy responsibility to protect and improve the health of this part of the population. I think China has been doing this for the past twenty years, especially in the past two to three months.

I want to emphasize once again that the most important thing to deal with the epidemic is the cooperation among countries. We need to join hands with our Chinese colleagues to bring them into the global medical scientific research, which is a very important goal after the epidemic.

  17. The discussion on the epidemic situation should not be interpreted as a part of the geopolitical struggle of the country.

Horton, Editor-in-Chief of The Lancet: I regret that the discussion on this epidemic was finally interpreted as a part of the geopolitical struggle of the country, which should not be the case. COVID-19 is a threat to the health of all mankind, and we need to work together to deal with this threat. I don’t want to see accusations against the country, which is of no benefit to disease prevention and control, let alone promote peace and development, and accusations can’t stop the epidemic. On the contrary, we need to sit down and cooperate and trust each other, so as to solve the problems we face together.

I am very sorry that some political leaders have made such criticisms, which is why I want to publicly thank my colleagues and friends from China for their contributions to medical work and medical science in China. They have done so much, and we need to formally say thank you. They should not be criticized, but should be thanked by us. This is the most important point I want to emphasize.

  18. What role do you hope The Lancet will play in the epidemic?

Horton, Editor-in-Chief of The Lancet: We want to publish the best scientific papers in the world. We also want to be a platform, not only to publish scientific papers, but also to help promote changes and improve the health of people all over the world. Therefore, it is very important for us to become a channel to nurture world-class scientific work and help it land and change the world. Therefore, it is important for us to listen to the voices of friends around the world, cooperate with them and help them tell their own scientific stories to the world. Therefore, our job is to cooperate, collaborate and listen, and work together to push the research results to the widest possible audience.

I have worked in The Lancet for 25 years as the editor-in-chief, and I am fortunate to cooperate with talented scientists from all over the world. We have a great scientific group, and I want to show the world the contribution this group is making every day in promoting human health and well-being. In short, this is the work of The Lancet.

  19. What changes will take place in the world public health field after the epidemic?

Horton, editor-in-chief of The Lancet: After every major event, such as this epidemic, the world will change. But frankly, is it better or worse? I don’t know this yet, but generally speaking, there are two ways: one way is better cooperation, countries can cooperate and help each other, and other countries can understand the health status of China residents, which will affect the health status of me and my family, and my health status will affect your health status. We are interdependent and must sit together to solve problems. This is a way; The other way is to split, not to cooperate, and to damage those organizations that advocate cooperation, thinking that they can solve problems alone and do not need cooperation.

There is a sharp contrast between the two roads in this epidemic. At the moment of our conversation, I don’t know which road the world will take after the epidemic is over. Is it the road of cooperation? Or the path of division? This depends on the joint efforts of all of us. Showing the road of cooperation is the road we are determined to take, and all mankind must move forward towards cooperation. I hope China can make a strong voice to support the global cooperation.

20, China should think about how to make medical research leaders have more participation in international affairs.

Horton, Editor-in-Chief of The Lancet: In the past two decades, China has made huge investments in the fields of health care and science. However, in these international conferences around the world that I attended, I didn’t feel that there were enough China representatives in international conferences or activities. I hope to see more China scientists and medical leaders active on the world stage. China accounts for one fifth of the world’s population, but does China represent one fifth of the world’s important international activities, especially those that will have an impact on the future development direction of the world? Not really.

Therefore, I think China leaders should think about how to make China’s medical and medical research leaders participate more in international affairs in the next stage. I hope to see some Chinese I know, I respect, I like and admire very much, and play a more important role in the world. I hope to hear more voices from China and China in international affairs and play a more important role on the world stage. I hope that one of the results of this epidemic is to make China have a stronger voice.

  21. How long will the epidemic be over in the world?

Horton, Editor-in-Chief of The Lancet: We know the situation in Wuhan now. The blockade lasted for about 10 weeks from January 23 to early April. At present, the spread of this virus in Wuhan has been completely eliminated, indicating that the first wave of epidemic will end after 10 weeks of blockade, and there may be a risk of epidemic rebound. The only thing that can prevent the epidemic from rebounding is vaccine, which can immunize everyone and protect everyone in the future.

We must maintain some protective measures now, such as keeping the distance between people, paying attention to personal hygiene, washing hands frequently, and not pointing at others when coughing. Only in this way can we stop the epidemic from rebounding. In the next six to twelve months, we will probably have a vaccine developed, so at this time next year, we may start to inject this vaccine so that everyone can really be protected.

  22. The epidemic situation makes people cherish each other more.

Horton, editor-in-chief of The Lancet: Thank you very much for your concern. I am in a small room at home, and I am also in self-isolation. I have been in self-isolation since the end of March, and I may continue to do so in the next three to five weeks. On the one hand, it’s strange that I can’t go to work or meet my friends, but on the other hand, it’s also an opportunity for me to think and reflect on the significance of this epidemic. I can also communicate with my colleagues in The Lancet every day. This epidemic has had a very interesting impact, that is, it has brought us closer to each other, and everyone will work harder to get closer to each other during the isolation period.

It can be said that we try harder to understand each other and treat others with kindness, which is a very strange result caused by the epidemic. It is true that we must isolate ourselves at home, but in fact our hearts are closer and we cherish each other more than before the epidemic. I hope this result can be maintained all the time and people cherish each other more.
